Well, Confed was losing the war so in this specific regard they were more like the Axis, trying to use a superweapon to turn the tide of the war on a single stroke.

What I mean is that the ground forces were mercenaries backed by a faction of Confed, but not Confed themselves. Well, that doesn't mean it isn't a Confed model, anyway.
