It depends on how you set them up in FRED.

Molecular control stats aren't the only component of panic. Keep an eye on bravery when you hire and also watch your morale. Casualties degrade morale, which can (and has) caused panics, even without MC being involved.
You get used to them after a while, Powell. Generally, the worst ones are the political threads in Hard Light and some of the others in there. Stay away from those and you'll be fine for the most part.
